Chandra Tarth is a citizen of Quillrabe, in the Utraean Peninsula. She can be found standing on the balcony of the Windy River Alehouse, located on Quillrabe's topmost terrace.

Chandra, while heavily inebriated, told people that all she needed was a bow and she could single-handedly take on the Dragon Queen and all her children inside the Drake Nest south of town... after another round of ale anyway.
